Define sounds that may or may not play (play probability)

What defines a sound as either playing or not playing (play probability)?

When setting whether or not to shout when jumping, using the playback probability makes it easy to set it.
The regeneration probability is 100, meaning it will definitely regenerate, and 50 means it will regenerate with a half chance.
