Requesting a Sound

When playing back a sound, you can specify a Cue by its name or ID (number). When the program needs to do something else with the sound than just play it, it must call the SetCue and Start functions.

Decide how the Cue should be created (and managed) depending on how the Cue is specified and communicated to the ADX sound system when playing back sound.
