MasterOut is a special bus. In a DAW, it is called the master or main output.
It is not possible to create a send from the MasterOut bus to other buses. Also, you can not delete the MasterOut bus.

Usually, no effects are added to the MasterOut bus. It is more common to create a distinct bus with an effect for a specific purpose, and then send its output to the MasterOut bus.
